For Botswana a basic ingredient of democracy is that each man’s vote has equal value, and that each man must be encouraged to make an equal contribution to his country’s wellbeing and development. Democracy must permit everyone, irrespective of race, colour, tribe or creed to fulfil himself and make the contribution to his society which his education and abilities permit.
